You should have an extractor program by default (WinZip) but I'm not sure if it works with .rar. If it doesn't recognize it, then you can download WinRAR for free here: http://www.rarlab.com/rar/wrar380.exe

Then you just open the .rar, and follow the instructions in the Opening Post for Windows XP.

Ah, thanks, now I can open it.

However, I can't seem to find my folder to copy it to.
Every time I go to Explore-->All Users-->Start--->Programs--->Guild Wars, all I get is the game file and my .dat stuff.

Just create a folder called "Templates" (without quotes) and inside it place the Skills folder.

Is this tool supposed to automatically add new builds when they are added to pvx? If not, how would I update it? Would I have to buy the .rar file downloader to do this?

This project at this time currently does not support automatic updating. I have to do everything by hand, but thankfully everything in the current iteration is still good enough to be usable except for 1-2 PvP builds, really.

You don't have to buy WinRAR, after its 30 days or whatever it will just pop up a message every time you open it, but you can just keep using the evaluation version just fine.
